I had heard good things about Phillip's, so I thought I'd give it a try. I was in a party of six. It is located at Baltimore's Inner Harbor, so the atmosphere is great, if you dine outside. For the price paid, I expected much better food. The lobster was over-cooked and rubbery. The steak was over-cooked. I will not go there again.
